AFGHANS ARRESTED

Dissenting members of Afghanistan's dominant, Soviet-style party were arrested prior to a meeting of the party's leadership, an official source said Wednesday.

Other Afghan sources said the Central Committee of the People's Democratic Party of Afghanistan began its session this morning, although no official announcement was made. The session follows reports of disagreements among party leaders as the Afghan government seeks to reach a settlement with Moslem guerrillas who have been fighting Afghan and Soviet forces for nearly a decade.

President Najib, the party's general secretary, and senior government officials have spoken repeatedly of broadening the base of the government in hopes of ending the war.
