West Clinton Elementary School will be exempted from the state's 70 percent utilization requirement for the immediate future because anticipated growth in the area will soon fill the school.

Davis School Superintendent Rich Kendell asked State School Board members Tuesday for the exemption from the rule. He said the school was purposely built larger than current population in the area requires because significant growth is expected in the west Clinton neighborhood.School board members approved the exemption with the request that the school district offer a plan on coming into compliance with the 70 percent law in the future.

Kendell also told board members that while Bountiful and Woods Cross high schools do not currently meet the utilization standard, they could not be combined into one student body without overburdening a single school. That automatically exempts them from compliance under the utilization law.
