President Reagan will deliver a televised farewell address to the nation Jan. 11, aides said Monday. The speech will follow by two days the submission on Jan. 9 of Reagan's last federal budget to Congress for the 1990 fiscal year. President-elect George Bush may make some revisions in the Reagan budget, but it was expected to remain basically intact since Bush is being consulted as part of the current administration. White House spokesman Marlin Fitzwater said the administration is finalizing the budget figures. President and Mrs. Reagan will depart Friday for their new California home in Los Angeles, where they plan to spend Christmas. They will ring in the new year at the estate of multimillionaire Walter Annenberg in Palm Springs.
