City Manager Collin Wood said the ordinance, adopted in 1981, was intended to control the number of amusement devices in the city. The changes increase the maximum number of machines allowed at one establishment from four to eight, eliminate the 18-year-old player restriction and reduce the yearly fee per machine from $100 to $25.
