The International Committee of the Red Cross in Geneva announced the suspension of all its operations in Lebanon Tuesday because of death threats against its delegates in the country. ICRC delegate Peter Winkler was released unharmed Friday after being held hostage for one month by a pro-Iranian group. Prior to that, three other ICRC members were kidnapped, but all were released. The neutral all-Swiss agency, guardian of the 1949 Geneva Conventions on humanitarian conduct in war and civil conflicts, gave no precise details of its withdrawal from Lebanon but said it was "immediately repatriating all personnel."
