Defense Secretary Frank Carlucci arrived Tuesday in the Kuwaiti capital from Saudi Arabia as part of a visit to four Arab states that give limited support to U.S. military forces in the Persian Gulf.

Defense Minister Sheikh Nawaf al Ahmad al Sabah was at the airport to welcome Carlucci, who opted to spend his last planned trip before President Reagan leaves office in the area where he believes Reagan's policies won out.Carlucci, who asserts that U.S. firmness against Iran was key to ending the 8-year-old Iran-Iraq war and halting Iran's expansion in the region, was to meet Wednesday with Emir Sheikh Jaber al Ahmad al Sabah and Crown Prince and Prime Minister Sheikh Saad al Abdullah al Sabah.
