Rep. Jim Hansen, R-Utah, split his bill to require the Defense Department to reprogram $4 billion to keep defense workers at work off the major defense authorization bill then voted against the authorization because it made drastic cuts in defense programs.

The reprogramming measure was passed by the House on a voice vote and now goes to the Senate.Hansen said the defense authorization bill made drastic cuts in funding for Strategic Defense Initiative, or Star Wars, and tied the hands of President Reagan in arms control negotiations.

The measure contained $126 million for military construction projects in Utah.

Hansen called SDI, the proposed defense against ballistic missiles, "a catastrophic insurance policy" for the United States.
