Public support has plummeted for President Reagan's handling of developments in Panama, where the administration is seeking to oust military ruler Manuel Antonio Noriega, according to poll results published Friday. The Washington Post-ABC News poll found that 58 percent of Americans disapproved of the way Reagan has handled the situation in Panama, while 26 percent approved and 16 percent were undecided.
