Luther Custodio, then intelligence chief of Marcos's presidential guards, to kill the opposition leader in Hong Kong or "outside the United States."Santos, a former soldier who served in Aquino's security unit when he was in the Senate, said he was recruited by Custodio in 1981 specifically to assassinate the opposition leader.

He also said a week before the murder he saw in Custodio's office the Magnum .357 revolver that the military claimed was used in the Aquino assassination. He said Custodio's aides were fondling the gun.
