Federal charges have been filed against two Salt Lake employees of a debt-recovery service, who are accused of entering Hill Air Force Base to repossess a military policeman's car.

Tom Robbins and Robert W. Barr have been charged in U.S. District Court with misdemeanor violations of entering a military installation for a purpose prohibited by a lawful regulation.Arraignment is scheduled before a U.S. magistrate Sept. 2 in Ogden.

But Barr said Friday the men had written consent to take the vehicle and are being singled out for legal abuse because the car was repossessed from a military policeman.

John Solan, an attorney in the base judge advocate's office, said the men were employed by American Recovery Service, a company that apparently was acting on behalf of the Utah State Credit Union.

Robbins and Barr are accused of entering the base July 14 to take possession of a car owned by Airman 1st Class Danny J. Stroud.

Barr, who owns American Recovery Service, said the charges are frivolous because, he said, Stroud had given written consent for the repossession when he signed the original loan documents.
