A Soviet general gave his country's first acknowledgement Thursday that Libya may be able to manufacture chemical weapons but said they would be in quantities too small for waging war. As recently as Wednesday night, state-run Radio Moscow rejected as "groundless" U.S. charges that Libya has built a chemical weapons plant south of Tripoli. Lt. Gen. Anatoly Kuntsevich, deputy chief of Soviet chemical weapons troops, told reporters in Moscow Thursday that "Libya doesn't have the industrial capacity to make toxic agents in sufficient quantities to conduct warfare. But as far as a few kilograms of toxic agents goes, any serious chemical laboratory in the world can make several kilos, say one to five kilos (2.2 to 11 pounds), of toxic agents."
