STUDENTS WILL SPEND 10 DAYS ON THE TRIP. THIS YEAR ONE MORE NIGHT HAS BEEN ADDED, A NIGHT IN HELSINKI, FINLAND, SAID WHICKER. ANNIVERSARY TOURS HAS AGREED TO TAKE STUDENTS FOR THE SAME PRICE AS WAS PAID FOR THE TRIP LAST YEAR.

WHILE SUPERINTENDENT KIRK WRIGHT SUGGESTED THE STUDENTS MIGHT MAKE THE TRIP IN THE SUMMER, WHICKER REJECTED THE IDEA. "THEIR SCHOOL SCHEDULE MORE CLOSELY MATCHES OURS," SHE SAID. SINCE THE PURPOSE OF THE TRIP WAS TO CONTINUE TO ESTABLISH RELATIONS WITH THE SCHOOL, WHICH BEGAN LAST YEAR, IT WAS BETTER TO VISIT DURING SCHOOL TIME.

"BASICALLY, WHAT WE ARE TRYING TO DO IS ADOPT THEM AND HAVE THEM ADOPT US," SAID WHICKER. "ACTUALLY, THAT'S OUR MAIN PURPOSE."

IN ADDITION, SHE SAID, THE STUDENTS WERE ABLE TO MEET MORE PEOPLE AND HAVE MORE PERSONAL EXPERIENCES DURING THE WINTER THAN WHEN THE COUNTRY WAS FULL OF TOURISTS. "THEY GOT TO SEE THINGS I'D NEVER SEEN IN FOUR YEARS," SAID WHICKER.

THE ONE CONCERN SCHOOL BOARD MEMBERS HAD WAS LIABILITY INSURANCE. ANNIVERSARY TOURS HAS SOME INSURANCE ON STUDENTS; HOWEVER, IF A STUDENT WERE TO BECOME SERIOUSLY INJURED THE SCHOOL BOARD FEARED A LAWSUIT MIGHT WIPE OUT THE FINANCES OF THE DISTRICT. STILL, THEY AGREED TO THE TRIP.

THE DISTRICT WILL LOOK INTO TRAVEL INSURANCE. STUDENTS MUST ALSO HAVE PARENTAL APPROVAL. EACH STUDENT WILL PAY ANNIVERSARY TOURS $1,399, WHICH WILL COVER ALL COSTS OF THE TRIP EXCEPT SPENDING MONEY, VISA AND PASSPORT FEES, CUSTOMS SURCHARGE AND AIR FARE FROM SALT LAKE CITY TO NEW YORK CITY.

"I MAKE SURE STUDENTS ARE REASONABLE AND PRUDENT," SAID WHICKER. "I FEEL SAFER IN THE SOVIET UNION. I TELL STUDENTS, `MIND YOUR OWN BUSINESS. IF YOU DO, THEN YOU WON'T GET IN TROUBLE.' "

IN MOSCOW STUDENTS WILL VISIT THE KREMLIN, ARMOURY MUSEUM, THE CIRCUS, PUSKIN MUSEUM, ECONOMIC ACHIEVEMENTS TOUR, PIONEER PALACE AND SCHOOL. AT LENINGRAD THEY WILL VISIT THE HERMITAGE, CATHERINE'S PALACE, ST. ISAAC'S CATHEDRAL, A THEATER PERFORMANCE, A FRIENDSHIP MEETING AND A SCHOOL.
