Tanker operators will have to have state-approved plans outlining how they would respond to oil spills in Prince William Sound or they will be barred from loading oil in Valdez.

Alyeska Pipeline Service Co., a consortium of oil companies that operates the trans-Alaska pipeline terminal in Valdez, has been ordered not to load tankers without approved plans after Nov. 13, said Dennis Kelso, state Department of Environmental Conservation chief."Be ready to contain and clean up a spill and demonstrate it with an approved plan - that is the message," Kelso said.

Letters warning of the new policy were sent out last week.
