House and Senate negotiators have approved a measure that would ban shrimp imports from any country that does not require shrimpers to drag turtle protecting devices on their nets or take other actions to protect endangered sea turtles.

The import provision would shield American shrimpers from foreign shrimpers, who are not required to use the trap-door devices that allow turtles to escape drowning in their nets."I think the practical effect of this will be a higher price for Louisiana shrimp," said Sen. J. Bennett Johnston, a Democrat who guided the measure to passage in a conference committee.
