In Moscow, the Savoy Hotel (formerly the Berlin) is being billed as an upscale alternative to other accommodations. The renovated hotel is now owned jointly by the Soviet Government and Finnair. The Russian Travel Bureau, an American tour company, includes the Savoy in "deluxe Moscow weekend" trips through April. The flight, leaving Thursday evening, returning Monday evening, is on Finnair, in business class. The tour costs $3,600 a person, and a spouse pays from $2,100. In Casablanca, the Royal Mansour, formerly El Mansour, is now being operated by Trusthouse Forte Hotels after being refurbished. The Royal Mansour has 182 rooms and 23 suites, and double rooms start at about $160 a day. It has a Moroccan restaurant and a French restaurant.In Bermuda, the Elbow Beach Hotel has a plan to tempt visitors during the island's off-season.
For $482 a person, double occupancy - including air fare - guests can stay for three nights with full breakfast and dinner daily or five nights with just breakfast. Flights are from New York or Boston on any of several airlines. The offer is good from Nov. 16 to next March 31.
