Adm. Carlisle Trost, the chief of U.S. naval operations who is scheduled to visit the Soviet Union next week, said Friday he is wary of including naval forces in a U.S.-Soviet arms reduction agreement.

"One key fact underlies any argument against cutting U.S. naval forces: The United States is a maritime nation whose dependence on the seas is the bedrock of U.S. political and economic security," Trost said, writing in the Oct. 10 issue of the Reserve Officers Association's National Security Report magazine.
