Greg Hayes, president of the Salt Lake unit of the federation, will be keynote speaker. His presentation will focus on Utah's failure to bring its educational statistics above national averages, deal with increasing dropout rates, adopt classroom technology or give teachers a larger voice in decisionmaking.A panel discussing Utah's approach to school reform will include James R. Moss, state superintendent of public instruction; Stephen Ronnenkamp, assistant superintendent, Davis District; Leila Law, president, Granite Federation of Teachers; Gigi Brandt, Utah League of Women Voters; and Pat Hales, state PTA president.

Ken Zenger, state AFT director, said the teacher union is setting the pattern for a new agenda for Utah education, following the lead of federation membership in other major American cities.
