It said Parliament approved the draft bill to retaliate against a recent "U.S. Congress decision authorizing arrest and kidnapping of those found guilty by U.S. judiciary, with any nationality anywhere in the world, without the permission of the relevant country."The agency appeared to be referring to a Justice Department opinion, which came to light earlier this month, that the FBI had the legal authority to apprehend fugitives abroad without approval of foreign governments.
