Patrick Smith said the National Park Service must protect resources and provide for the enjoyment of people, so a decision on the proposal to extend the Wyoming Continental Divide Snowmobile Trail through the park puts decisionmakers in "an automatic conflict in that mandate."Park officials are accepting comments on a draft of the park's winter use plan through Friday.
