The town of Vineyard will receive fire, police, ambulance and limited water and wastewater services from Orem.
Under an agreement that was accepted by Orem's City Council Nov. 28, Vineyard residents will receive the same fire services as Orem residents. The business sector of Vineyard, including Geneva Steel and other small steel-related businesses, will receive limited fire service.Providing fire services to Geneva and associated business concerned Councilman Keith Hunt, who voted against the agreement.
He said no one really knows the potential for extreme fires at the site, and he would not want to risk firefighters' lives nor require Orem to upgrade its fire trucks.
Assistant City Manager Stewart Taylor said Orem already provides service to Geneva in the event of fire. He said the city's public safety officials favor the agreement because it allows Orem to conduct periodic inspections of the site.
The agreement will not force Orem to upgrade its equipment, nor will the city be required to provide any fire coverage unless Geneva maintains its own primary firefighting services, as established by National Fire Protection Association regulations.
Vineyard Mayor Rulon Gammon and Councilman Robert Holdaway made the request to Orem on Sept. 12. Vineyard has only 30 homes and 148 residents.
Other elements of the contract include:
-Full ambulance coverage to Vineyard residents.
-A police patrol at least three times weekly (twice at night.)
-Water and wastewater service to Vineyard homes that border Geneva Road and request the service.
-The total cost of services will be a yearly fee of $87.75 for each Vineyard resident. This is 5 percent higher than rates for Orem residents. Rates will increase with Orem rates.
-Geneva must pay an hourly fee for each truck that visits the plant to fight a fire. For example, the ladder truck will cost $325 for each hour it is at the site.
-Either side can cancel the contract with 30 days notice.
-Vineyard has the responsibility and liability for any damage that happens to Orem's vehicles while they are in Vineyard.
-The contract begins in January.
