An insurance pool has agreed to pay more than $100,000 to settle legal action filed after the suicide death of a Twin Falls youth in the Minidoka County Jail more than three years ago.

The action has left local officials unhappy. Minidoka prosecutor Charles Creason Jr. said county officials weren't allowed to take part in the negotiations, and he feels the settlement was excessive.The 17-year-old died Nov. 10, 1986, shortly after he was found at 12:56 a.m. hanging by a bedsheet in his cell at the jail at Rupert.

An official inquiry cleared the county of any wrongdoing, but later the county adopted a new policy of sending its juvenile prisoners to a regional juvenile detention center at Jerome.

Hoover's relatives filed a claim over the death.
