Homeowners and other victims of the Quail Creek dike break last January would be able to borrow from a $3 million loan fund under a bill passed by the Senate.

The House Republican Caucus, however, voted Friday not to fund the revolving loan account, instead spending $450,000 to match federal emergency funds and $100,000 to study why the dam failed.Under the Senate bill, the loan money would be available to private property owners who will not receive federal assistance.
