The prospects for major progress in talks between warring factions in Cambodia deteriorated Monday with an opposition leader rejecting Cambodian Prime Minister Hun Sen's proposed partial settlement in the decade-old conflict. The warring factions blamed each other for the deadlock in the negotiations between the leaders of the coalition recognized by the United Nations, the Hanoi-backed Phnom Penh government, Vietnam, Laos and six other Southeast Asian nations. A scheduled plenary session including all 12 delegations was canceled.
