When the Quail Creek Dike burst on Jan. 1, the foaming water slammed through Washington County and into Arizona and Nevada, causing $12 million worth of damage.
Federal emergency funds cover 75 percent of the cost of the public facilities damaged, but that leaves owners of damaged or destroyed homes, farms and livestock high and dry, so to speak. So the Legislature appropriated $3 million that will be used by the Washington County Water Conservancy District to pay off some of these claims. The no-interest loan will be repaid over 12 years.
