A Brooklyn man who refused to allow city welfare officials to remove his seven children from his home Friday opened fire at two police officers, wounding one in the chest. Police shot and critically wounded the man.

Officer William Wengert's bullet-proof vest protected him from more serious injury and possibly death, officials said after the 8:10 p.m. shooting."He's very cheerful - as he should be because the bullet was over the heart," Mayor Edward Koch said at Bellevue Hospital in Manhattan, where Wengert was listed in good condition.
