Gen. Tae-Joon Park, chairman of Pohang Iorn and Steel Co. (POSCO), signs the first band of steel that came off the line at the USS-POSCO mill during dedication ceremonies Thursday in Pittsburg, Calif., following a three-year, $400 million construction program. The mill is the largest single investment in the United States by a South Korean company.
