April has been designated Utah Soviet Awareness Month by Gov. Norm Bangerter in a proclamation that cites the state's special relationship with the Soviet Union because of the delegation of Soviet inspectors stationed here.

Utah is hosting the group as a result of the treaty signed with the Soviet Union aimed at reducing the nuclear forces of both nations."While we recognize that different cultural and political perspectives between our nations are a reality, nevertheless we . . . are committed to pursuing those opportunities that will lead to greater communication and understanding between our peoples and indeed all humankind," the proclamation states.
