Rescuers in New Jersey used an Army vehicle designed for fording rivers in wartime to evacuate residents from flooded areas. Rain still fell in parts of Louisiana Friday, where state police said roads, highways and ferry services were closed in 13 parishes late Thursday night because of flooding. On Thursday, torrential rains dumped nearly a foot of water on the Houston area, overwhelming drainage bayous and turning some low-lying subdivisions into huge lakes.
