BID TO HALT REOPENING OF PIPELINE FAILS

A judge refused Tuesday to prevent the reopening of an underground gasoline pipeline that erupted into a wall of flame that killed two people and consumed a block of homes, saying he does not have jurisdiction over the federally regulated line.

The latest round of court manuevering ended with the Calnev Pipe Line Co. still empowered to begin replacing 600 feet of pipeline running between railroad tracks and a residential neighborhood. That section, possibly damaged in a fatal train derailment May 12, erupted in a firestorm last Thursday.The city had sought an order in San Bernardino County Superior Court that, even if granted, only would have created a legal standoff with a restraining order against the city issued over the weekend by a federal judge in Los Angeles.
