The Citizens Council on Alcoholic Beverage Control has recommended that a legislative task force consider a new tax on liquor as part of its mission to reshape Utah's alcohol laws.
The citizens council adopted the position recently at a special meeting called to consider new laws and policies, arguing that a tax would help combat social problems caused by liquor consumption.Dr. Stanley Altman of Salt Lake City, the council's chairman, said the council did not decide how much the tax should be or exactly how it could be imposed.
"It's a philosophical point," Altman said. "Personally, what we would like to see is the distiller pay it . . . but there is no reasonable way to make the distiller do it."
