President-elect Lech Walesa arrived by plane Friday with his family for his formal inauguration ceremony amid growing troubles in formation of a new government.

Walesa, who won the presidency Dec. 9, will be sworn in Saturday. He is to receive the presidential insignia not from outgoing communist President Gen. Wojciech Jaruzelski, but from Ryszard Kaczorowski, the president of the London-based Polish government-in-exile.The Soviet-built Tu-154 plane landed in the Warsaw military airport in a freezing rain after a 35-minute flight from Gdansk.

A motorcade of 14 cars took the founder of the Solidarity trade union and his wife Danuta in a bulletproof Volvo 740 to their residence in downtown Warsaw near Belweder Palace, which will be his office.
