Milton W. Russon, manager of federal and state regulatory and government affairs for Utah Power & Light Co., has been "lent" to the Utah Department of Community and Economic Development for one year under the utility's loaned executive program.

He replaces G. Michael Stevenson, who has been named Ogden area manager for UP&L after being the loaned executive for one year. Russon will put emphasis on development of Utah's aerospace and information technology in support of task forces appointed by Gov. Norm Bangerter in those areas.A 1967 graduate of the University of Utah in mechanical engineering, Russon is a licensed professional engineer and a member of the American Society of Mechanical Engineers. He is chairman of the Industry Work Group of the Governor's Clean Air Commission.
