The Senate Appropriations Committee on a 15-14 vote Tuesday approved President Bush's drive for $720 million in emergency aid for Nicaragua and Panama. Committee chairman Sen. Robert C. Byrd had sought to cut the aid to panama and use the extra money for a program to help U.S. businesses competed in the new markets of Eastern Europe. The money package, swelled to roughly $3.4 billion by the addition of money for a long list of domestic programs, was expected to come up for debate in the full Senate Wednesday.
