In both Texas and Louisiana, flood-swollen rivers rushed across thousands of acres of normally dry land to the Gulf of Mexico on Saturday, and President Bush made a close-up survey of the destruction. Scattered flooding also was reported Saturday in parts of Iowa and Illinois. Flooding and stormy weather have killed 13 people in Texas, one in Illinois and one in Oklahoma since April 15.
