California sucks up the most federal dollars for scientific research. Naturally, scientists in smaller states feel cheated, reports the magazine The Scientist.

"In many ways we're treated as Third World states," says a university official in Alabama. So 16 of these states have banded together to demand a heftier share of the U.S. scientific piggy bank. The 16 states are located in the less urbanized regions - the South, Midwest, Southwest, Rocky Mountains, Pacific Northwest and Great Plains.
