The city agreed Wednesday to pay a record $1.5 million in fines for discharging inadequately treated waste from a sewage plant into the Delaware River, federal regulators said.

The Environmental Protection Agency and the state Department of Environmental Resources, in a 1988 suit, charged the city's Southwest Wastewater Treatment Plant with releasing improperly treated pollutants and fecal coliform into the river, EPA officials said.The waste contributed to the river's failure to meet environmental goals established by the Delaware River Basin Commission for supporting fish and other aquatic life, the EPA said.
