President Bush is right to propose renewing China's trade privileges. But he would have sent a sounder message if he had expressed outrage over Beijing's continued gross abuse of human rights.

Congress, which has 30 days to review the proposal, again will have to make clear that approving it in no sense approves repression.For now, the trade privileges, known as most-favored-nation status, should continue. Suspension would be the wrong way to support the democratic cause in China.
