The leader of a rebel army that has advanced to within 25 miles of Monrovia rejected any political settlement Thursday and vowed to seize the capital city and form a new government.

In another development, the United Nations canceled an emergency food program for refugees of the civil war, and its remaining foreign workers in Monrovia prepared to leave. It took the actions after a U.N. compound was attacked by government soldiers Wednesday and a guard killed.President Samuel Doe said he will not resign to help end the fighting, heightening fears the two armies will clash in the capital.
