State regulators are seeking a restraining order against unauthorized contracting and up to a $1,000 fine against a Salt Lake man for doing construction work without a contractor license, a petition says.

According to the petition filed with the state Division of Occupational and Professional Licensing, Semisi J. Vakapuna represented himself as a licensed contractor when submitting a bid to build a patio, porch and step at a West Valley City residence. The customer was not satisfied with Vakapuna's workmanship. When asked to redo the work or refund part of the advance payment, Vakapuna told the customer he didn't have any money, the petition says.
