The Utah State Bar has filed a civil lawsuit seeking to stop a Salt Lake County man from conducting an alleged unauthorized legal practice.
The suit accuses Dean Despain of rendering legal services to the public since 1986 without having been admitted to the bar, which is a prerequisite to the practice of law in Utah.According to the suit, Despain has been doing business as Wasatch Legal Services, Salt Lake Business Office, Northern American Legal Services and most recently as Pacific Coast Legal Services.
A bar committee conducted an investigation which found that Despain is giving legal opinions and advice, rendering legal services "of any kind to any person or entity," and claiming that he is qualified to engage in the practice.
The bar said Despain's acts "jeopardize the public interest." It asks the 3rd District Court for a preliminary injunction pending legal proceedings and then a permanent injunction.
