Haitian Foreign Minister Kesler Clermont said ousted former President-for-Life Jean-Claude Duvalier would face arrest if he returned from exile in France.
Clermont said Thursday it was just a "rumor" that Duvalier, known as "Baby Doc," would return to Haiti at month's end as reported by some Haitian media."If he comes back, he will be arrested because there are complaints against him," Clermont said.
Clermont was in New York to discuss with U.N. Secretary-General Javier Perez de Cuellar U.N. monitoring of general elections in Haiti scheduled for Nov. 4. Clermont said Perez de Cuellar was supportive of the request, which would need approval by the 15-nation Security Council.
The minister said it was not possible to predict whether Duvalier's supporters will form a political party to run in the elections. But he said the constitution bars all functionaries of previous governments with criminal records to be candidates.
