Lawmakers in Soviet Armenia say the republic is capable of policing itself and will not abide by Mikhail S. Gorbachev's order that armed groups turn in their weapons and disband, an activist said.

Last Wednesday's decree was Gorbachev's latest attempt to stem more than two years of ethnic unrest in the southern Caucasus and Central Asian republics. The disturbances have claimed more than 400 lives, caused millions of dollars' damage and produced thousands of refugees.The Armenian parliament decided Monday that the Gorbachev decree "contradicts the Armenian people's natural right to self-defense" as outlined in Armenia's Constitution, as well as the U.N. Charter, said Ovanes Muradian, a spokesman for the Armenian National Movement.
