A Bennion residential and small commercial contractor has agreed to turn in his limited contractor's license and clear up unpaid bills from suppliers to settle charges of unprofessional conduct.

Warren D. Stock, owner of the Home Improvement Co. and Perma Crete Inc., agrees not to represent himself as a licensed contractor until he is properly licensed by the state, said a stipulation and order filed with the state Division of Occupational and Professional Licensing.And if Stock does obtain a license he will be subject to two years of strict monitoring by regulators, the order said. Also, if Stock abides by terms of the two-year probation and pays his outstanding debts, a $5,000 fine will be waived.

Stock is accused of doing concrete work when his license limited him to residential and small commercial work. A division petition calling for a cease and desist order and sanctions against Stock's license said Stock was paid for his work, but he failed to pay his suppliers. The suppliers then filed liens totaling $7,554 against properties on which Stock had worked.
