The Higher Education Joint Appropriations Subcommittee likes a plan to offer baccalaureate programs at the state's community colleges.

The subcommittee has preliminarily approved spending $341,700 to offer selected upper-division programs, via the statewide educational television system, to students at the host schools of Utah Valley Community College, Dixie College and College of Eastern Utah.Commissioner of Higher Education Wm. Rolfe Kerr said the concept, called a "University Center," would give students access to baccalaureate programs in parts of the state lacking universities.

The concept, if included in the subcommittee's budget recommendation, must then face the scrutiny of the Executive Appropriations Committee and the Legislature.
