A European Community-led relief convoy turned back from the outskirts of the besieged Croat-held city of Vukovar Monday after bickering between regional Croatian and federal army leaders blocked its entry.

Witnesses saw the convoy traveling back toward the village of Nustar, about seven miles west of the war-ravaged Danube River city that has been under heavy attack for weeks by ethnic Serb militants and the federal army.In the Netherlands, meanwhile, delegates from Yugoslavia's republics and federal government met privately for another round of peace talks on resolving the civil war brought on by the attempt of Croatia and Slovenia to secede.

Federal Foreign Minister Budmir Loncar said he would propose another summit of the top leaders of the various Yugoslav factions, saying peace was impossible "without agreement on the highest level."

The problems of the relief convoy, which originally was planned to enter Vukovar on Thursday but had been delayed by fighting in the area, showed the depth of mistrust between the two sides.
