Levan made history for Juab County when the Town Board appointed a woman as mayor during a half-hour special meeting Friday.
A woman has never been mayor of a community in Juab County, but that all changed when Connie Dubinsky was sworn in by Levan Justice Court Judge Joseph Jensen.Eleven residents of the community attended the meeting set by the town board to name a new mayor and heard Juab County Sheriff Dave Carter, a resident of Levan, and Allen Paystrup, former board clerk, speak in favor of Dubinsky's appointment.
Board member Kerma Jensen said Dubinsky had the support of the board. She said the new mayor had the respect of those she worked with on committees on which she represented the town. "The whole board spoke well of Connie and said they all favored her appointment," said Jensen.
"I guess it's quite an honor," said Dubinsky. "I've been doing the job in Von's (Rosquist's) absence. It's a big job and I have a lot of work ahead of me."
Von Rosquist resigned and his resignation was accepted by the town board on Tuesday at the regular board meeting.
In his letter of resignation, Rosquist cited his being away from town and his work load as the reasons for his resignation.
Rosquist is a truck driver and said he was working 60 hour weeks and gone from the community much of the time.
Dubinsky had served as mayor pro tem. She is a native of Levan and graduated from Juab High School. She received an associate degree from Snow College and graduated from Southern Utah State College (now called SUU) with a bachelor's degree in elementary education. She is a substitute for Juab School District schools.
After accepting Rosquist's resignation, town board members considered appointing a new mayor at Tuesday's meeting but were reminded by board member Robert Sherwood that the decision must be on the meeting agenda to be legal.
Board members then called a special board meeting on Friday to appoint a mayor.
Dubinsky will serve the two remaining years of Rosquist's unexpired term. Board members will appoint a new town board member to replace Dubinsky on the board at regular town board meeting to be held in December.
Jensen said the town board has asked for recommendations for the board position. The board will meet to discuss the recommendations before next town board meeting, said Jensen.
