A former Tooele mayor will join two incumbents on the City Council. John K. Cluff was a city councilman from 1976 to 1982, when he was appointed mayor. He held that office until 1983. He received the most votes in the five-candidate race for city council Tuesday, capturing 26 percent of the tally.

Incumbents Karen Gowans Oldroyd and Donald R. Peterson were close behind, with 25 percent and 22 percent, soundly defeating challengers Robert E. Feuerbach (16 percent) and S. Douglas Leavitt (10 percent).It will be Oldroyd's second term on the council and Peterson's third.
