Nephi wasn't the only city with a no-surprise city council race. Vernal's three candidates also ran unopposed - and there was not much difference in the number of votes each received, either. It will be a second term for Matthew R. Foley, who is a retired rancher and business owner. JoAnn Cowan, who has taught in the Uintah School District for two decades, has also served on the council for four years. Allan Mashburn was the leading vote-getter and is the newcomer on the council.
