Two of three City Council incumbents held on to their seats Tuesday, and a newcomer who promises input from residents won't go unheeded was also elected.

The newcomer, Randy Gainer, led the pack of five primary survivors with 24 percent of the vote. He was followed by incumbents Clair L. Huff and B. Jeff Rasmussen, who each captured 23 percent of the vote, according to unofficial results.Gainer, 40, said he ran to ensure residents are heard. Elaborating on citizen input, he recalled times he attended council meetings and it appeared the council had its mind made up and didn't give public comments the attention they deserved.

Winning a second term was Huff, 59, retired from the Utah Division of Wildlife Resources. He said he wanted another four years to be a part of the city's planned economic growth and ensure the community maintains its rural lifestyle.

Rasmussen secured a third term on the council. The 43-year-old high school teacher and farmer said he plans to continue his agenda of updating zoning and business license ordinances, strengthening the fire department, implementing a master plan for a city park and developing the 12300 South corridor.
