Only one incumbent managed to make it back to the City Council.

Incumbent Keith Jacobson ran second in the balloting to win a fourth term on the council."I guess they like me," Jacobson quipped. "I feel fortunate to be back."

Jacobson said the major task facing the council right now is keeping U.S. 40 running through town rather than around the city.

"I fear if they move it out it will be the end of Heber's business community," Jacobson said.

Robert K. Giles, who led the vote tally in both the primary and final election, agreed.
